St. Louis County Cab Gets the 5-Star French Fry Review!

Our professional driver, Enver, often gets glowing reviews from his passengers on a regular basis for his great service and caring attitude.  He spends hours driving around in cab #755 to help everyone in St. Louis.  He realizes that he is part of a team and that one cab drivers actions are a reflection on all the other cab drivers at County & Yellow Cab. And a recent experience while in the drive-thru at McDonald’s is something that he will remember for a long time and only enforced this reality.

As a cab driver, he works very hard to earn a good living and “time is money” in every sense of the word. He is always on a quest to find another passenger in need of a safe, legal ride and it often feels like a casino game as he watches the computer in his cab for where he should go next. But on this day, he made a quick stop at a local McDonald’s to get some lunch so that he could move on to that next fare.

He placed his order, moved up to the next window ready to pay for his meal and the guy at the window happily told him that his order was FREE! What – Come on – nothing is free.  Enver was shocked and asked the guy why. The McDonald’s worker said, “The lady in front of you paid for your meal. She said that she LOVES St. Louis County Cab.”  The dedication and good service provided by his colleagues had come back to Enver in a box of fries!  A great review never tasted so good!

Competition is good – fair rules must protect the public and apply the same standards for all vehicles for hire

As a small family-owned and operated business with roots in the St. Louis community that are 80+ years deep, all we want is a fair opportunity to serve customers well and succeed on a daily basis.  We exist within a regulatory environment with fair rules that are purposed with protecting the riding public.

At County & Yellow Cab, we strive to exceed our customers expectations every single day with every ride that we provide.  We know that we are only as good as the last time that you rode in one of our vehicles.  Competition is at the root of what drives us to succeed.  As our regulating body, the Metropolitan Taxicab Commission, considers changing their regulations to allow Transportation Network Companies to legally operate in the St. Louis region, they asked for comments from the general public.

As a co-owner and 3rd generation operator of two of our areas ground transportation providers – County & Yellow Cab and Best Transportation, I felt it was my duty and responsibility to provide my comments and suggestions.  Below is a copy of the letter that I submitted to the MTC.  If you peel away the layers of this “onion”, I have two main points – ensure public safety and fair rules that apply to all providing the same vehicle for hire service.

To all involved at the Metropolitan Taxicab Commission –

I would like to thank you for your strong commitment to the public safety issues related to legalizing any vehicle for hire alternative to the St. Louis Region.  I am writing this letter as a co-owner and operator of both a taxicab company and a premium transportation company.  As an operator that has experience in both areas of vehicle for hire transportation, I feel that I have a unique perspective that may be valuable when considering what regulation changes are necessary.

In my opinion, transportation network companies (TNC’s) should be subjected to the same rules that we have followed to the letter since the inception of the MTC.  A lot of publicity surrounds the possibility of their arrival in St. Louis, but we should all recognize that the technology they offer is already offered to riders by some of the taxi companies operating here.  But in the spirit of welcoming competition, customer choice and having many transportation alternatives available to our citizens and visitors, there are certain rules that can and should be changed for all.  There are also some rules that I feel very strongly must remain to protect the riding public.

I would like to ask that you please consider the following alternatives when reviewing changes to the regulations for vehicle for hire transportation for transportation network companies.  These are in no particular order as I view them all as equally important.

1. FBI Fingerprint background checks for all drivers – regardless of full time or part time status.  This is just a no brainer.  No other option should be accepted.  This is the only form of background check that provides maximum assurance of safety and security for the riding public.  The small amount of money and time for this process are well worth it.  If TNC’s are so opposed to this process, you have to ask yourself – what are they trying to hide.  This is not a process that can be left up to each operator to self-regulate.  The MTC came into existence because of public demand for assurances of safety and reliability.  All vehicles for hire should be required to provide such assurances, not just some of them.  Since when is it considered “onerous” for some ride providers to provide such assurance to protect the public?

2. Drug testing upon licensure and then year round random drug testing for all drivers.  I do agree with Uber’s assessment that the drug test is just a snapshot in time.  But their assertion that the passengers provide a real time evaluation if their driver is impaired would be comical if it were not so unrealistic and dangerous.  Many people seek rides because they, the riders, are impaired by alcohol.  How can a drunk person in the backseat be held responsible for knowing if the person behind the wheel is drunk too.  The initial drug test is critical to qualify any driver to be safe for the riding public.  The year-round random testing would give riders the assurance that all drivers are clean of all controlled substances at all times.  If the CCN holder is already conducting an effective random drug testing program, then proof and results could be substituted for the random program to be administered by the MTC.

3. Full time commercial liability insurance for the protection of the driver, passengers and innocent bystanders with proof of insurance provided at annual renewal and upon random request during the remainder of the year.  We have seen story after story of TNC drivers working off the platform and as a result, there is a huge gap in insurance.  TNC’s will say that these drivers will be deactivated from the platform – but by time they find out – if they find out – it could be too late.  If full time commercial liability insurance – which is very expensive – it not required of TNC providers, it would not give riders the protection they need and would give TNC’s a dramatic unfair competitive advantage.  The fair and level playing field for all providing the same service are crucial to successful regulations and continuing to provide good viable options for our region.  The commercial liability insurance that is required of all vehicle for hire providers should never allow for periods of no coverage, or periods where the coverage amount is different depending on what the driver is doing.  Full coverage all the time!

4. Reduction in the premium sedan annual fees – When the MTC began the process of evaluating allowing UberBlack to operate in St. Louis, you made some code changes that had previously inhibited their business model.  But during this same process, the MTC more than doubled the annual permit fees for premium sedan operators.  It has often felt like the premium sedan operators have been the sacrificial lambs, so to speak, in the process.  In addition to increasing our fees, you also issued a total of 52 new black car permits without the benefit a study showing the need for more black cars in our market.  The increase in premium sedan permits is now to the point where new premium sedan operators have made a substantial investment in a vehicle but they are struggling to make a good living because of the large disparity in the supply vs. demand for this service.  This saturation bundled with the large increase in our fees will continue to put premium sedan operators at an unfair competitive advantage.    I would like to ask that you put the premium sedan fees  in line with the cab fees and eliminate the huge disparity.  Premium sedan operators are faced with extremely high operating costs such as vehicles that are 4 to 5 times the cost of a vehicle for a taxi fleet, full commercial insurance and providing employment and full benefits for our chauffeurs.  Requiring us to pay almost 5 times what a taxi operator pays for the annual permit fee is not valid by any means.

5. Vehicle inspections and markings and other vehicle for hire regulations – While making sure that a vehicle is in good working condition and has adequate markings so that potential passengers know that they are utilizing a legally licensed vehicle for hire are extremely important, we need to have a fair and level playing field for all those providing the same service.  If the MTC will decide not to require these markings for Uber or other potential TNC’s operators, then they should remove this requirement and other burdensome regulations for all vehicle for hire providers.

6. Permit limits for all vehicle for hire classes –  In allowing TNC’s to operate in St. Louis, it is important to balance new customer choice with a fair operating environment for cab drivers and companies that have significant investments and commitments to serving the St. Louis Region.  Thousands of St. Louisans and visitors rely on cab service that is available everywhere, all the time to everyone (whether or not they have a smart phone).   While TNC’s  thrive on part time drivers that can easily abandon this revenue stream on a whim, all other vehicle for hire drivers look at this as a career and profession.  If our region is going to give them any chance of continuing to make a good living, support their families, buy homes and put their kids through college and provide this service at a reasonable price, we must also make sure that there are the right number of vehicles available for the potential needs of our citizens and visitors.  I highly encourage you to be strong in increasing the number of taxi permits available for compliant taxi operators and limit the number of TNC permits to a conservative number of no more than 400.  The MTC has invested a substantial amount of money in the ground transportation study being currently conducted by Dr. Ray Mundy.  Let his study begin the conversation regarding how many taxis’ vs. TNC’s are warranted in our region.  And for the sake of protecting a TNC’s ability to make a decent wage, the MTC should look at a permit limit as a tool to protect their income making potential as well.   TNC drivers all over the country continue to be disgruntled with their inability to make a decent wage in markets where there are no limits and the roads are flooded with TNC’s.  Equally important is the need to control road congestion and pollution for our residents.  Flooding the streets with an unlimited number of TNC’s would contribute greatly to these problems.

 

Thank you for your time as a volunteer regulator.  I realize that the role that you play in protecting the riding public in our region is thankless and time consuming.  But your role is necessary and important so please remain diligent in your efforts.

Meet Larry Jenkins – A County Cab Classic

In July of 1983, Larry Jenkins started driving a cab for St. Louis County Cab Company.  It took him about a week to decide that this was the place that he wanted to be.  So, after having driven at County Cab for 3 weeks, Larry asked to put his own car on the fleet and to become a cab owner/operator.  Just like that, Larry Jenkins became the first minority cab owner/operator in County Cab’s fleet.

Over the past 32 years, Larry has built an extremely successful business as a cab owner/operator in St. Louis.  When you ask him about it, he gets very emotional recounting the things that he has accomplished in his life.  But, he will tell you that his greatest accomplishment in life has been his family.  Larry has been married to his wife Carol for 40 years.  He has 3 children and 4 grandchildren, all of whom make him light up with pride.  One of his daughters, Christy, worked her way through college at Washington University as an agent in the Care Center at County Cab.  She is now a nurse educator.  His son, Rosethnu, played wide receiver for the Mizzou football team and his daughter, Erin, graduated from UM-St. Louis and works at United Health Care.  Anyone who knows Larry knows how proud he is of being a cab driver with St. Louis County Cab Company.

Winter Driving: The Road Safety Tips You Need

In true St. Louis tradition, we experienced seasons as unpredictable as ever throughout the entire year. In fact, most of the month has felt like fall or, some days, even spring. Not many of us are complaining about a 60-degree December day, but unreliable weather, as well as our high population of drivers, makes road safety crucial for STL residents. From technologies to supplies, the National Safety Council compiled a list of preparations for managing hazardous roads this winter.

1. Check the Weather Before You Go
Err on the side of caution if the forecast looks “iffy.” If you do choose to venture out, share your travel plans with someone. Then find an open area to warm up the car first. In the event that you get stranded, be sure to use flares in order to both check the car for blockage like snow and mud, as well as to alert your location.

2. Prepare Your Car for winter
Keep at least a half-full tank and fresh antifreeze. Understand your vehicle’s safety systems. Have a mechanic review the features that protect you from winter weather, including:
• Ignition
• Brakes
• Wiring
• Hoses and fan belts
• Spark plugs
• Air, fuel and emissions filters, and PCV valve
• Distributor
• Battery
• Tire wear and air pressure
• Antifreeze level and freeze line
3. Know What to Do to Avoid a Crash
Prepare for the unexpected. Limited visibility and road precipitation, for example, increase the risk of crash. Know what to do in surprise situations that cause your vehicle to skid, slide, and encounter another vehicle or object.

In addition to their own list, the National Safety Council provides the following winter driving tips from AAA:

• Never mix radial tires with other types of tires
• If possible, avoid using your parking brake in cold, rainy and snowy weather
• Do not use cruise control in wintery conditions
• Look and steer in the direction you want to go
• Accelerate and decelerate slowly
• Increase following distance to 8 to 10 seconds
• Know whether you have antilock brakes, which will “pump” the brakes for you in a skid
• If possible, don’t stop when going uphill
• Keep your gas tank at least half-full
• If you do get stranded, don’t try to push your vehicle out of snow
• Signal distress with a brightly colored cloth tied to the antenna or in a rolled up window.
4. Don’t Leave Home without These
You should keep the following emergency supplies handy at all times:

• Properly inflated spare tire, wheel wrench and tripod jack
• Shovel
• Jumper cables
• Tow and tire chains
• Bag of salt or cat litter for better tire traction or to melt snow
• Tool kit
• Flashlight and extra batteries
• Reflective triangles or flares
• Compass
• First aid kit
• Windshield cleaner
• Ice scraper and snow brush
• Matches in a waterproof container
• Scissors and string or cord
• Nonperishable, high-energy foods like unsalted, canned nuts, dried fruits and hard candy
• Blankets, mittens, socks and hats

According to the National Safety Council, “You are your car’s best safety feature.” Winter driving can create many high-stress situations, but these preparations will help you take charge of your own safety. Stay knowledgeable, practice safe driving, and you can gain peace of mind on the road.

How long have you been a taxi cab driver?

I started my driving career with a different cab company but moved to County Cab after 6 months. I’ve been driving with County Cab since June 2006.

What is your favorite street to drive in St. Louis?

Forest Park Parkway, because of the scenery, beautiful architecture, and landscaping.

What is your favorite neighborhood in St. Louis?

I enjoy driving around Overland and Olivette. I consider these two towns the “gateway to the City.”

Do you have a favorite or least favorite highway? 

I’m a professional driver, so I don’t mind driving on highways. I do try to avoid 64/40 right before or after a Cardinals baseball or Blues hockey game.

What is your favorite major event to pick-up or drop-off passengers for? 

I love driving folks to Soulard Mardi Gras because it’s a fun time of the year, just before Spring!

What was your most memorable experience with a taxi cab passenger? 

I once drove an elderly passenger who just wanted me to drive her around town. We drove to the home she lived in to raise her family. We also visited the Gateway Arch, where we strolled the Arch grounds together as she told me stories of her past. Afterwards, we went to Arby’s for lunch, for a Reuben. She was very friendly and insisted I join her as she shared more of her past with me. It was wonderful hearing about her life.

What do you enjoy most about driving a cab? 

The people! it’s like you’re at the United Nations, you get to meet people from all over the world!

Taking Taxis To The StreetsOlder Taxi

In 1935, Thomas M. Gregerson founded County Cab with a fleet of only 3 taxis. Despite being a smaller cab company, we were quickly able to grow our fleet. Throughout our history, County Cab has evolved and led through technical innovation.  In 1946, we were the first taxi company in the Midwest to install two-way radios in all of our cabs.  These radios could both receive AND transmit radio waves, meaning the taxi drivers could respond to the dispatchers quicker, and vice versa. As a result, drivers were made aware of fares in record time, and they could confirm with dispatch that they were on the way.

At this point, it had become quite clear that we were thriving in the taxi industry. Mr. Gregerson was determined to establish County Cab as the most innovative cab company around. We were the first taxi company in St. Louis to use multiple voice channels to dispatch cabs, and later on, computer dispatching. With all of these advancements, how could anyone keep up with us? Our communication was improving, and so was our fleet. More and more of the taxis on the road were painted with our signature red and white!

The Family Legacy Continues

When it was time for Thomas M. Gregerson to step down, he transferred ownership of County Cab to his son, Tom J. Gregerson in 1998. Tom, who enjoyed judging horse shows, was a hard worker with a competitive edge. This, combined with his leadership skills and knowledge of the taxi industry is what brought Tom to carry on the family legacy. During the late 90’s and early 2000’s, the world experienced a technological boom. As a result, customers were expecting more of a digital experience. We weren’t about to stop innovating. So, in 1999, our dispatchers began utilizing GPS tracking to identify the taxi closest to the customer. Nearby taxi drivers would be dispatched almost instantly, and passengers wouldn’t have to wait as long for a ride.

Thanks to our smooth transition into the digital age, we were able to merge with Yellow Cab, growing our fleet once again. Now that we had the capacity to handle more trips, we focused on improving the customer experience. Smart phones were becoming more prevalent amongst our passengers. In 2010, we became one of the first taxi companies in the US to launch a mobile app. Our customers were able to order a cab, track it, and pay for their ride all within the app! We knew we owed it to the St. Louis community to adapt with the times and make taxis more accessible to everyone. It’s how we have always done business. Since we had established ourselves as pioneers in the taxi market, the Better Business Bureau honored us with the Torch Award for exceptional ethics and service in 2014. It was a privilege to be recognized as a dependable form of transportation.

Traditions are important to us! We always trick-or-treat ourselves around Halloween. Team members LOVE to dress up in hilarious costumes, trying their best to out-do each other with the wackiest ideas. Team members bake desserts for everyone and, you could expect some of Basil’s “famous” chili that definitely wasn’t a store-bought mix! (Wink!  Wink!)  If you can’t tell, we like to party, and we like to eat!

Mardi Gras

Being a St. Louis company, we LOVE Mardi Gras! Every year, Soulard puts one of the biggest Mardi Gras events in the US. Whether you are going to Taste of Soulard, the pet parade or the annual Grand Parade, we have partnered with Mardi Gras, Inc. for nearly 15 years to provide safe transportation to and from the grand parade and all other Mardi Gras events.  You could say that we definitely let the good times roll!

St. Louis County & Yellow Taxi Today

As of 2017, ownership of St. Louis County & Yellow Taxi was transferred to Thomas M. Gregerson’s granddaughters, Kim J. Dolniak and Debbie Rudawsky. Continuing the family legacy, Kim and Debbie maintained the same values held by their father and grandfather before them. From sorting cab vouchers at the kitchen table to working in dispatch after school, the two sisters were always embedded at County Cab. Despite growing up alongside a male-dominated industry, Kim and Debbie were well equipped to take over the reins when their father retired. Our dispatching technology may have changed, but our drive to succeed has stayed the same. It’s in our blood! St. Louis County and Yellow Taxi still goes the EXTRA MILE for our customers, team, and the St. Louis community.

Supporting the Community

We have partnered with the Voluntary Interdistrict Choice Commission (VICC) and most of the local school districts to provide safe and reliable school transportation to kids for more than 40 years. We have teamed up with the Alzheimer’s Association of Greater St. Louis to drive awareness for the disease through a 24-hour cab ride. “The Longest Ride” takes place on June 21st, the longest day of the year. We also offer transportation for large parties so people can enjoy their night without having to find a sober driver or wait alone for a rideshare driver to arrive.

In 2018, we were honored to be the only taxi company of choice for the 100th PGA Championship. That year, Brooks Koepka was the winner, finishing just two strokes ahead of Tiger Woods. Koepka set a PGA Championship record with his 72-hole total of 264, and St. Louis was there to witness it! Our taxis were lined up at the official lot for the championship, providing hundreds of spectators with rides.

Whether it is providing safe transportation to major events in St. Louis, parties for our corporate and individual customers or just being there when you need us, we have a long history of commitment to the transportation needs of St. Louis.

Still Going StrongDriver on Donut Day

In spite of the pandemic that began in 2020, we have pressed on. Things may look a little different now, but we have not forgotten our roots. Safety has always been our top priority, which is why we installed safety partitions to slow the spread of germs. Also, our drivers wear masks in their vehicles, and our garage was equipped with a fogger to sanitize the interior of our cabs. Local businesses really took a hit during the pandemic, so we wanted to do our part to help build up the community. And, since we still love to find any excuse to party, we have visited local businesses to celebrate silly holidays. Namely, we visited Mattingly’s for National Pizza Party Day, and we stopped by Tony’s Donuts for National Donut Day! Even being socially distanced, we have still found ways to get closer to our community.

We’d like to thank St. Louis for all of the support we have received. It’s clear that we have all come a long way since 1935! We love St. Louis and we are honored to be part of the fabric of this community for more than 85 years! We look forward to the many great years to come!
